Civic Centre construction

The contract has been awarded and work has started on the site of the future E. & P. Sénéchal Civic Centre in Grand Falls.

Marco Maritimes Limited, which has offices in Newfoundland, Nova Scotia and Moncton, NB, will build the structure. Its $11,913,000 bid was recently accepted by the town. Other tenders included those from Gloucester Construction Ltd., $12,068,700; Maricon Construction Management Ltd., $12,141,000; Foulem Construction, $12,045,000; Bird Construction Company, $12,160,000; and Castle Rock Construction Services Inc., $11,992,000.

The town recently requested a further $500,000 from the Capital Borrowing Board towards the project, in addition to the money it has already allocated to the venture. The total cost of the civic centre are now estimated at $14,743,000.

Other than the construction costs, $1 million in funding has also been allocated towards the preparation of the site itself as well as consultants` costs of $830,000. With a lack of $2,700,000 needed to reach the total cost of the project, further funding will need to be secured in order to complete all of the project`s phases.

"In order to get the basic phase of the project completed, which is the construction of the building itself, we may have to temporarily put aside the landscaping and furniture purchases," stated Jacques Lafrance, councillor and chairman of the Town Council`s Civic Centre committee, during a recent council meeting.

Town officials remain confident that the additional funding will be found and the facility will open in the fall of 2009.

Flood plains to get second life?

Perth-Andover residents had a chance to become municipal developers for the day when they participated in a public planning session regarding the village flood plain properties.

Dan Dionne, chief administrative officer, reported that the public planning session featured residents, business owners and municipal representatives in a workshop situation where they used maps of the village flood plain properties and designed recreational uses for the open spaces.

"We have numerous suggestions for park and open space uses, like a splash pad for young people, a seniors` lawn bowling area, outdoor rink, and other excellent ideas. People took this idea and suggested where they thought would be the best location," Dionne said. "The result was awesome. We had some excellent suggestion for ideas do five different parks."

The CAO said all of the groups had good ideas and perspectives on what the proposed parks should include. The next phase will be for the newly-elected village council to consider the ideas.

"Council will have to determine what land is available for development. The ball diamond in Perth, there is talk of moving that over to the Andover side. Once council and the recreation commission narrow down the available land we will tentatively lay out the park area and go after some government funding to help see it through."

Dionne said the public participation for the 90-minute planning session was "awesome, a neat community involvement project."

The flood plain areas were properties purchased by the province after the disastrous 1987 and 1993 floods. The low-lying areas located in both Perth and Andover was purchased by the province and development of these flood-prone areas is strictly limited

Le Relais pour la vie atteint 122 000 $

Les organisateurs de la 5e édition du Relais pour la vie tenu au début de juin à Grand-Sault étaient très extasiés lorsqu'ils ont annoncé que la levée de fonds avait dépassé l'objectif de 100 000 $ pour atteindre la très belle somme de 122 000 $. Trente équipes et 299 participants ont pris part à l'événement qui s'est déroulé de 19 h samedi jusqu'à 7 h dimanche matin au terrain de piste et pelouse de la Polyvalente Thomas-Albert de Grand-Sault.

La présidente du comité organisateur, Carole Mulherin, était très heureuse des résultats obtenus et de la participation de la population. "Mon but il y a cinq ans était d'un jour atteindre 100 000 $. Grâce à vous tous, nous l'avons atteint ce soir et même dépassé", a-t-elle déclaré à minuit samedi soir en annoncant le montant amassé par les équipes participantes.

Les cinq meilleures équipes ont regroupé: Royal Bank Beating Cancer, avec 13 021 $; La vie en rose, avec 12 347 $; les Wal-Mart Babes, avec 10 120 $; McCain Together, avec 8 017 $; et les Adagio Singers, avec 7 082 $.

Le Relais pour la vie a aussi vu la participation de 276 survivants du cancer qui ont pris part au premier tour de la piste à 19 h, pour le lancement officiel de l'événement. À noter que plus de 2 000 luminaires ont aussi été vendus dans le cadre du Relais pour la vie.

Land sought to replace manor

Committee members of the Victoria Glen Board of Directors have been looking around Perth-Andover for a suitable piece of land to build a new nursing home, a replacement for the aging 65-bed facility located along Beech Glen Road. They want to get the new nursing home in place as soon as possible and have decided that an 85-bed facility should serve the area's needs.

"We've been meeting with the government since 2001," commented VGM administrator Rick Haddad last week, "and we are at a point now where the provincial government's Nursing Home Services is evaluating all the nursing homes in the province. A number of them need to be replaced, renovated and they will establish a priority list. Our MLA, Dr. Kennedy, has been working with us but I guess the process needs to unfold."

"We have absolutely nothing definite. The board is actively looking at potential sites - there's not enough room on our existing site to build a new nursing home."

Dr. Larry Kennedy, Victoria-Tobique Liberal MLA, said there is a good chance that the village will also see its new nursing home next year because it is number one on the provincial government's list.

Interviewed at his office, Dr. Kennedy said it is possible that construction could start this year but 2009 would be more likely.

The Victoria Glen Manor opened a 60-bed nursing home in the community in 1966 on 20 acres on McCrea Flat. A new wing was added in 1982 at a cost of $492,000. For more information on the Victoria Glen Manor go to website www.vgm.ca.

Une pratique inesthétique

Dans le cadre de la dernière réunion du Conseil municipal, les citoyens ont été avisés que les affiches des ventes de garage ne seront plus permis sur les poteaux d'Énergie NB ou sur toute propriété de la municipalité.

"Cette pratique a été tolérée dans le passé, mais il ne s'agira plus du cas, a déclaré le maire Marcel Deschênes. Il s'agit d'une pratique inesthétique et elle ne sera plus permis à l'intérieur des limites de la ville. Toutefois, les citoyens pourront placer leurs affiches sur deux panneaux d'affichage qui seront érigés par la municipalité dans les deux quartiers."

En réponse à une question de la part d'une citoyenne présente, le maire Deschênes a déclaré que seulement les citoyens de Grand-Sault auront la permission d'y mettre leurs affiches et non ceux des communautés voisines comme Drummond et Saint-André.

Le maire Deschênes demande aussi aux gens de ne pas placer des sacs d'ordures au bout de leur entrée sans qu'ils soient dans contenants scellés.

"Nous ne voulons pas imposer des poubelles scellées à ceux qui en ont pas mais les sacs laissés seuls au bord de la rue sont la cible d'animaux et d'oiseaux qui réussissent à percer les sacs et éparpillent leurs contenus partout dans la rue et sur les propriétés avoisinantes. Nous demandons aux citoyens de prendre les mesures appropriées pour éviter cette situation", a-t-il précisé.

Un autre dossier a aussi été discuté lors de la même réunion, soit celui des propriétaires de chiens qui doivent ramasser les excréments laissés par ces derniers sur les trottoirs ou sur tout autre terrain en ville. "Il n'y a rien de plus dégoûtant que marcher dans les excréments laissés sur le trottoir", a-t-il ajouté.
